Institucionalni nihilizam kao ograni?enje ekonomske politike u državama SEE

Abstract

U periodu od preko dvije decenije mukotrpne i krizne postsocijalisti?ke tranzicije, u državama Jugoisto?ne Evrope (SEE) su stalno djelovala kmbinacija naslije?enih i novostvorenih ko?ionih institucionalnih faktora. Oni su uslovili stvaranje sinergisti?kog, destruktivnog i anti-razvojnog modela institucionalnog nihilizma. Njegovo dejstvo u dijelu ekonomske politike dalo je poražavaju?e rezultate i posljedice. Sve se to doga?a pod dirigentskom palicom nazovi reformatora i pod plaštom vulgarizovanih neoliberalnih ekonomskih recepata. U radu se analiziraju osnovna odstupanja proklamovanih institucionalnih promjena od stvarnog smjera tranzicijskih “reformi“. Ukazuje se na brojne institucionalne devijacije. Objašnjava se na?in formiranja institucionalnog vakuuma i njegov preobražaj u kvaziinstitucionalni monizam, koji se vremenom transformisao u fenomen koji smo nazvali institucionalnim nihilizmom. Na taj na?in, fokusira se klju?ni fenomenološki uzrok pseudo-tržišne postsocijalisti?ke tranzicije. Polazi se od hipoteze da je institucionalni nihilizam proizvod višedecenijske dominanacije partijskog centralizma, koji je omogu?io dezinvesticione i grabeške aranžmane ekonomske politike u državama SEE.
