Održivost srpskog i hrvatskog platnobilansnog deficita i njihovog finansiranja u okruženju svetske finansijske krize

Abstract

Tema razmatranja u radu je jedan od najznacajnijih racuna platnog bilansa — tekuci bilans. Posle uvoda, najpre razmatramo opšta pitanja teorije i politike platnog bilansa: da li je tradicionalna teorija, koja zahtjeva njegovu ravnoteu kao jedan od konacnih ciljeva makroekonomske politike, validna ili nije u uslovima savremenog medunarodnog monetarnog sistema. Tradicionalna teorija platnog bilansa bila je usmerena na tekuci bilans. Savremena globalizovana svetska privreda pomerila je fokus platnobilansne teorije na pitanja kapitalnog bilansa kao trenutno vanijeg bilansa, dok je tekuci bilans samo rezultat neravnoteže kapitalnog bilansa, I nešto što kompenzira i pokriva platnobilansne neravnoteže. To je i razlog zašto se tradicionalno pitanje: “kako izbeci visoki i rastuci deficit tekuceg bilansa” pretvorilo u pitanje: “kako upravljati visokim i rastucim prilivom stranog kapitala”. Ova pitanja su još znacajnija za male i otvorene ekonomije, kakve upravojesu privrede Srbije i Hrvatske. Zatim, analiziramo izazove po nosioce ekonomske politike u Srbiji i Hrvatskoj. uz narociti osvrt na deficit tekuceg bilansa, cija važnost narasta.
