Kritika odnosa ekonomske politike i institucionalizacije u Crnoj Gori

Abstract

U radu se razmatra uticaj realne institucionalizacije na kvalitet i efikasnost ekonomske politike u Crnoj Gori (CG). Ukazuje se na primaran znacaj institucionalizacije u odnosu na ekonomsku politiku, kao i na destruktivno dejstvo pseudo-instituta na ekonomsku politiku i valorizaciju privrednih resursa CG. Isti ce se uvjerenje da se efikasni ekonomski instituti mogu razvijati samo u uslovima dominacije efikasnih privatnih vlasnika kao masovne pojave, i da glavnu smetnju u tom pravcu predstavlja široka lepeza izražene socijalne patologije. Ona je zaživjela zbog zanemarivanja pluralizma kao osnovnog retorickog principa tranzicijskih reformi, tj. masovnosti (privatne svojine, ekonomskih sloboda, preduzetništva).
