"Vjecni" dugovi - mrkva i batina neoliberalnoga kapitalizma

Abstract

Autori u tekstu razmatraju povijest vanjske zaduženosti zemalja u razvoju. Prvo se osvrcu na specificne razloge zbog kojih su zemlje u razvoju dramaticno povecale svoju vanjsku zaduženost tijekom 1970-ih godina kao i na razloge koji su doveli do dužnicke krize 1982.godine. Nakon toga, pozornost posvecuju posljedicama dužnicke krize analizirajuci ih u kontekstu šire i snažno povezane matrice raznih politickih i financijskih pritisaka kojima su zemlje u razvoju bile izložene, osobito politici MMF-a i Svjetske banke, pri cemu navode konkretne primjere «programa strukturnog prilagocavanja». U zakljucku podvlace da je «dužnicka kriza» samo simptom globalnog sustava neoliberalnoga kapitalizma, sustava koji zemljama u razvoju nije namijenio nikakvu drugu ulogu osim one da prodaju svoje sirovine i upijaju višak kapitala iz bogatih zemalja. Otud siromaštvo i ogromna razvojna distanca izmecu zemalja u razvoju i razvijenih industrijaliziranih zemalja.
