Hrvatska i Europska unija Kopenhaški kriteriji konvergencije i nacionalna konkurentnost

Abstract

Godine 1993. današnja Europska unija bila je sastavljena od 12 clanica (Belgija, Francuska, Italija, Luksemburg, Nizozemska, Njemacka, Danska, Irska, Velika Britanija, Grcka te Portugal i Španjolska). Službeni naziv bio je Europska zajednica. Do cetvrtog proširenja došlo je 1995. kada su clanicama EU-a postale Austrija, Finska i Švedska. Slijede dva proširenja tranzicijskog karaktera i to 2004. – kada se EU-u pridružuju Poljska, ceška, Macarska, Slovenija, Slovacka, Litva, Latvija, Estonija, Cipar i Malta, te 2007. – kada u EU-u clanstvo stjecu Rumunjska i Bugarska. Nove clanice (od 2004.naovamo) ispunile su politicke, pravne i ekonomske kriterije koje je EU postavio kao obvezu i znak sposobnosti tih zemalja da se u ukupnosti mogu uklopiti u sustav jedinstvenog tržišta, konkurentskih pritisaka, te pravnog i politickog okvira koji je EU uspostavio. Republika Hrvatska zbog ratnih i poratnih okolnosti taj put prolazi s odrecenim vremenskim pomakom te (paralelnim) procesom stvaranja svijesti na nacionalnoj razini o prijekoj potrebi jacanja vlastite konkurentske pozicije u odnosu na okruženje, te istovremeno i stvaranja sustava koji korespondira s nacelima naznacenim u Kopenhaškim kriterijima. Proces je zahtjevan i kompleksan. Odvija se u uvjetima divergentnih stanja i raspoloženja unutar nacionalne države, a istovremeno, stalno je ubrzavan impulsima globalizacije.
