Što je upravljanje u krizama

Abstract

U agresiji na Hrvatsku više od 14 tisu a ljudi je ubijeno i oko 30 tisu a ranjeno. Izravne štete uzrokovane ratom procjenjuju se na više od 30 milijardi USD. Nikakvu odštetu agresor nije platio, a zanemariv je broj onih koji su za pocinjena zlodjela odgovarali. Štete u miru izazvane elementarnim nepogodama u Hrvatskoj koje ugrožavaju malog covjeka, najviše poljoprivrednika - iznose oko 1,5 milijardi kuna/god. U tekstu je rijec o tome što ugrožava ljude, dobra i okoliš, što je to sustav obrane, zaštite i spašavanja, te kakav bi sustav ponovnon u Hrvatskoj trebalo izgraditi (sustav je srušen usred Domovinskog rata, a novi nije uspostavljen). Cilj je problematiku upravljanja u krizama približiti onima koje zanimaju pitanja sigurnosti stanovnika. Vojna komponenta obrane nije predmet razmatranja u ovom tekstu.
