Upravljanje održivim razvojem u Republici Hrvatskoj

Abstract

Stanje hrvatskoga gospodarstva generira kronicni deficit vanjskotrgovinske bilance u kojemu izvoz desetljecima u pravilu ne pokriva ni polovicu robnog uvoza i permanentno povecava alarmantni vanjski dug. Materijalne osobine i objektivni privredni uvjeti Republike Hrvatske vuku naslijede iz razdoblja kada se ekonomska sudbina dijelila s danas mrtvim i nepostojecim državnim formacij ama. Austro-Ugarska i Socijalisticka Federativna Republika Jugoslavija davno su nestale, ali njihovi tragovi postoje u troškovnom i trišnom naslijedu, sklonosti i navikama neracionalne i pretjerane potrošnje, manjkavosti upravljacke globalne strategije i demokratske odgovomosti za ono što je loše ucinjeno ili propušteno napraviti. Prisutno je srodno naslijede i u mentalitetu vodenja nekoordinirane "refleksne" dravne intervencije, posebice dogmatske valutne politike. Državna se intervencija stubokom promijenila osnivanjem nezavisne Republike Hrvatske u odnosu na društvene vrjednosti i samoupravno reguliranje trišta u drugoj polovici 20. stoljeca, ali je zadržala gospodarsku neucinkovitost i izvoznu impotenciju. Potrebne su promjene strategije razvoja i upravijanja odžrivim razvojem prema primjerenoj nacionalnoj koncepciji.
