•Refarming of C-band is shaped by uncertainty around both incumbent and future uses•Service-specific refarming risks long-term policy lock-in and suboptimal band use•FCC proceedings reveal limits of ex ante service choices under uncertainty•Flexible, rights-based regimes better preserve optionality in future spectrum use•Spectrum governance should prioritize market self-determination and innovation
