Technology and policy options for the telecommunications sector. The situation in Central and Eastern Europe and the Former Soviet Union

Abstract

Central and Eastern Europe and the Former Soviet Union (CEE/FSU) are burdened with obsolete telecommunications networks. Failure to remedy this shortcoming will limit improvement in living standards. While the CEE/FSU countries may be well placed to 'leapfrog' developed economies, decisions must be made on technology and policy. This paper reviews the current performance of the telecoms sector and identifies constraints to development, discusses trends in local loop technology and comparative costs, and evaluates the potential impact of two reform strategies.
