New rules for cable television in the USA : Reducing the market power of cable operators

Abstract

On 5 October 1992, over the President's veto, the US Congress approved a new law governing cable services in the USA. The major impact of this new regulatory framework will be a reduction in the dominant market power of cable operators. This reform marks the end of an extended battle between Congress and the cable industry, while signalling another step in a long-term process that will change the structure of the television services market. As such, it lays the foundations for subsequent phases, including the liberalization of rules applicable to major over-the-air broadcasters and the entry of telecommunications operators into this market.
