The evolution of Hungarian telecommunications policy

Abstract

This article describes how Hungary, long in the forefront of economic reform among the former Eastern bloc countries, has dealt with the regulatory and organizational issues of telecommunications policy over the past few years, and outlines the unresolved challenges for the future. In particular, it examines and evaluates the evolution of seven institutional and policy attributes: the operational independence of the service provider, its the internal organization and incentive system, tariff policy, development financing, network development strategy, competition and private ownership issues.
