The South Pacific regional register of foreign fishing vessels

Abstract

The South Pacific Forum Fisheries Agency has set up a Regional Register of Foreign Fishing Vessels to monitor the activities of the many distant-water fleets operating in the exclusive economic zones (EEZs) of member countries. This article explains the origins of the Regional Register before going on to discuss its procedural aspects. The next section reviews the composition of the Register, classified by flag states of vessels and by gear type. International considerations for the possible expansion of the Register to other areas of the Pacific are discussed and conclusions made about the effectiveness of the Register.
