The law of the sea and maritime strategy

Abstract

The USA is, by far, the first naval power in the world. When this power is augmented by allies and friends, it is even greater. The Soviet Union is the second naval power, but it is improving, and with its allies it is challenging the USA in several capabilities and regions of the world. The 'European Navy' (NATO and others) is the third largest naval force and can exert considerable power in the European theatre. The Third World is still dependent on the First and Second Worlds in terms of naval forces as well as aid, trade and technology -- but is slowly improving its local naval capabilities.
