Where safety behavior matters: Severity-Contingent effectiveness of safety management in airport ground handling operations

Abstract

Airport ground handling operations are governed by highly standardized safety management systems, yet safety outcomes vary markedly across tasks. While prior research has demonstrated the importance of safety leadership, communication, and frontline safety behavior, these mechanisms are typically assumed to operate uniformly across operational contexts. As a result, limited attention has been paid to why identical safety systems may yield divergent safety outcomes across different types of ground handling work. This study addresses this gap by examining how safety management mechanisms translate into safety outcomes when ground handling operations differ in accident consequence severity. Drawing on survey data collected from frontline employees engaged in airport ground handling operations, the study adopts an outcome-oriented severity classification based on escalation potential rather than perceived task risk. Partial least squares structural equation modeling combined with severity-based multi-group analysis is used to assess whether internal relationships within the safety management system vary across severity contexts.
