Impact of fiscal science and technology expenditure on urban carbon emission efficiency and its transmission mechanisms

Abstract

Results show that fiscal inputs significantly boost carbon emission efficiency. Mechanistically, green technological innovation acts as a carbon reduction "amplifier" due to its dual externalities. Heterogeneity analysis reveals that this effect is predominantly concentrated in non-resource-based, middle-to-high-income cities with lower industrial density, suggesting that structural rigidity can blunt policy efficacy. Institutional empowerment from low-carbon pilot policies further accelerates dividend conversion. Dynamic analysis confirms that fiscal capital bridges a three-to-five-year technology "gestation period" and reaches a localized peak in the medium term, with long-term multiplier effects far exceeding short-term impacts. These findings support precise, long-term low-carbon fiscal strategies.
