Exodo, movilidad y circulación: nuevas modalidades de la migración calificada

Abstract

El propósito fundamental de este trabajo es analizar el tema de la migración de personas calificadas en el marco de sus relaciones con el desarrollo. Así, en la primera parte se presenta una síntesis de los planteamientos al respecto que han venido debatiéndose durante las últimas décadas. La segunda parte está dedicada a la identificación del perfil y las tendencias de esta migración en América Latina, incluidas las corrientes intrarregionales y las que se dirigen a los Estados Unidos. El estudio finaliza con algunas conclusiones respecto de las causas determinantes de la migración calificada, así como de las distintas medidas que se han implementado para invertir sus tendencias o para neutralizar sus efectos, por ejemplo, por la vía de promover la configuración de redes que vinculen a los profesionales emigrantes con los que permanecen en los países de origen.
