Crisis, adjustment and economic policy in Latin America

Abstract

Examina la crisis latinoamericana y sostiene que esta tiene un caracter sui generis. Muchos de los problemas centrales que aparecen como desajustes coyunturales -escasez de divisas, deficit en las finanzas publicas- nacen de acomodos estructurales inconclusos, tanto en la economia internacional como en el interior de los paises latinoamericanos. A esto se agrega la disminucion en la capacidad de asistencia al desarrollo de los centros industrializados y la menor capacidad de liderazgo de los gobiernos. Piensa que las verdaderas respuestas a la crisis deben encontrarse en la esfera politica porque solo alli pueden cimentarse los consensos sociales que permitiran unir al Estado y la sociedad para recuperar la autodeterminacion y el acceso al desarrollo.
