Chile: evolución de las oportunidades para los niños, 1990-2006

Abstract

En este trabajo se mide la evolución de la desigualdad de oportunidades en Chile, evaluándose el grado de desigualdad de la distribución de los resultados socioeconómicos sobre la base de circunstancias exógenas. Se aprecia que de 1990 a 2006 disminuyó la desigualdad de oportunidades. Las ganancias obtenidas son: primero, la cobertura de los servicios sociales aumentó considerablemente, con una mejora general en términos de oportunidades; segundo, las brechas en las probabilidades de acceso entre los subgrupos poblacionales han mermado, proporcionando condiciones más equilibradas. Estos resultados deberían interpretarse como evidencia parcial de la evolución de las oportunidades. Asimismo, se constata una brecha ostensible en el índice de oportunidades en todo el país, lo que refleja diferencias en las tasas de cobertura y la distribución de oportunidades en las regiones. La reducción de la desigualdad es un hecho positivo, pero Chile todavía está lejos de alcanzar una distribución equitativa del bienestar.
