Crisis y dinámica del empleo en América Latina

Abstract

En este artículo se presentan estimaciones de demanda dinámicade trabajo sobre la base de información para 15 países de AméricaLatina en las tres últimas décadas. Como principal resultado seencuentra un impacto negativo directo de ciclos económicos recesivosen la creación neta de empleo total y asalariado, e incluso un aumentode la elasticidad empleo-producto y reducción de la elasticidad empleosalariosdurante las recesiones. Esto sugiere que políticas destinadas adisminuir costos laborales tendrían una eficacia reducida para combatirel desempleo durante las recesiones y que en cambio políticas dirigidasa estimular la demanda agregada fortalecerían su efecto positivo en laperformance del mercado de trabajo en tiempos de crisis. En todoslos casos, los efectos encontrados en empleo asalariado superan losefectos en empleo total, lo que sugiere que los flujos de empleo haciael sector informal podrían disminuir la repercusión del menor crecimientoen el empleo total.
