Abstract

Sosyal devletin kelime anlamý, vatandaþlarýn ekonomik ve sosyal ihtiyaçlarýný karþýlayan ve bunlarla ilgili tüm önlemleri alan devlettir. Bu nedenle kamu harcamalarýnýn o ülkenin yapýsýna göre en iyi düzeyde vatandaþa yönelik yapýlmasý büyük önem arz etmektedir. Devletin ekonomideki payýnýn büyümesi ve kamu harcamalarýnýn özellikle 20. yüzyýlla birlikte artýþ göstermesi geliþmiþ düzeyinin ölçülmesinde rol oynamaya baþlamýþtýr. Ülkenin saðlam ekonomik yapýsýnýn olmasý, kamu harcamalarýnýn sektörel daðýlýmlarýnýn adaletli olmasýna ve ihtiyaç odaklý yapýlmasýna zemin hazýrlamýþ, bu durum toplumun refah seviyesinin yükselmesine yardýmcý olmuþtur. Çalýþmada devlet politikasý olan kamu harcamalarýnýn çeþitleri incelenmiþ, harcamalarýn toplumun refah yapýsýndaki deðiþimleri anlatýlmýþtýr.
