Stratejik Planlama Yaklaþýmlarý Perspektifinde KARACADAÐ Kalkýnma Ajansý Stratejik Planý (2011-2015)

Abstract

Stratejik planlama örgütlerin misyon ve vizyonu çerçevesinde belirlenen amaç, hedef ve stratejilerden oluþan ve geleceðe yön veren süreçtir. Bu süreçte iç ve dýþ çevre analizleri, fýrsat ve tehditler, güçlü ve zayýf yanlar dikkate alýnýr. Stratejik planlar 20. yüzyýlýn ikinci yarýsýnda öncelikle özel sektöre akabinde kamu sektörünün yönetim anlayýþlarýna yön vermiþtir. Stratejik planlama ve yönetim sürecinde reaktif, inaktif, preaktif ve proaktif olmak üzere dört yaklaþým belirlenmiþtir. Bu çalýþmanýn amacý öncelikli olarak Ackoff’un (1997) dörtlü stratejik planlama yaklaþýmýný özetle ele almak ve bu yaklaþýmlar kapsamýnda kurumsal olarak yapýlan bir stratejik planý deðerlendirmektir. Çalýþmada kalkýnma ajansý örneðinin seçilme nedeni, ajanslarýn kurulmasýnda proaktif stratejilerin ön planda olmasýdýr. KARACADAÐ Kalkýnma Ajansý stratejik planýnýn deðerlendirilmesi sonucunda aðýrlýklý olarak preaktif özellik sergilediði görülmektedir.
