La Eficacia de la Ayuda Oficial al Desarrollo

Abstract

El sistema internacional de Ayuda al Desarrollo está viviendo en la actualidad una situación crítica, existe una tendencia generalizada en la comunidad de donantes a reducir los recursos destinados a la Ayuda Oficial al Desarrollo (ODA). En la actualidad cinco países cumplen con el criterio del 0,7% del PNB: Dinamarca, Luxemburgo, Holanda, Noruega y Suecia, sólo nueve países aumentaron su ODA en términos de su PNB y once los que decidieron reducirla. Dada la escasez de la Ayuda y los obstáculos que los países ricos ponen a su aumento el debate sobre su eficacia resulta crucial, si no hay más Ayuda, al menos debemos intentar mejorar los rendimientos que obtenemos de ella. Con este trabajo pretendemos hacer una modesta aportación en esa línea del debate.
