Fronteras de eficiencia y cambio tecnológico en las empresas proveedoras de agua en Perú

Abstract

En este documento se analiza mediante el análisis de fronteras de eficiencia y el análisis de la envolvente de datos (DEA) la eficiencia de las firmas del sector de agua y saneamiento en Perú para el periodo 1996-2010. Los principales hallazgos indican que las firmas han tenido un nivel insuficiente de inversiones y han respondido de manera tardía a los requerimientos de la demanda. Esto ha llevado a que las firmas no se encuentren operando en el tamaño de planta óptimo y que, más aun, tiendan a desaprovechar la capacidad instalada en el tiempo. A pesar de los avances en la forma del manejo de la firma, la calidad del servicio provisto es aun escasa y, además, se prueba que esta afecta al nivel de eficiencia de la firma y no a la estructura de costos directamente.
