La gobernanza portuaria en México: ¿hacia un análisis exploratorio (1990-2012)?

Abstract

Este artículo desde la perspectiva de la gobernanza portuaria, desarrolla los resultados de la privatización portuaria en México, considerando los indicadores de carga (general y contenedorizada), exportaciones e importaciones, pasajeros de cruceros, inversiones realizadas y número de empresas que actúan en el sector marítimo-portuario. El análisis demuestra los logros y avances, aunque siguen existiendo asignaturas pendientes en el campo del desarrollo regional y transporte multimodal, principalmente. En suma, el trabajo se convierte en pionero en la literatura mexicana, ya que existen pocos estudios que incorporan el enfoque de la gobernanza al tema de los puertos de México. No obstante, debe señalarse la necesidad de profundizar en el enfoque de la gobernanza, siguiendo los trabajos de Luis F. Aguilar (FCE, 2013), lo que implica trabajar en un futuro en el rol cumplido por los actores económicos y sociales, en un tema tan controversial como la "reestructuración de los puertos mexicanos" que de un esquema público pasa a un rol privado, utilizando el modelo "Land Lord".
