Evolution of the human resources management in the pre-university education

Abstract

This present work aims to present the evolution of the human resources management within the pre-university education, which is the main dimension of the management of any organization that wants to be successful. If in other types of organizations the human resource management is something ordinary, for the school organization, the human resources management is almost completely new, the term "human resource" itself is relatively new, the teachers being called, until recently, "school staff ". The two expressions - human and personal resources - attest to a philosophy, a different orientation. If we refer to the teachers as 'personal', we consider them to be a defined and finite factor in the school organization, like a typewriter: each has its place and its use, and we could not expect it more. The communication function and management are the most important aspects when we discuss about the organizational development. Communication inside and outside of the organization is accomplished by the human resources and it is an integral part of the achievement of the human resources management functions, being omnipresent in all other managerial dimensions. Among the management communication strategies, improving the communication and information capacity is one of the most important. It is mainly achieved through the use of the information and communication technologies (ICT), through the development of the human resource communication skills, optimizing the decision-making structures, promoting participative management styles, developing a strong organizational culture. This work is original by the fact it highlights the importance of how to manage the human resources in the evolution of the pre-university education system, the focus is on a fundamental element for the relief of the progress, namely the communication function.
