Abstract

Cost-benefit analysis is the main method used for evaluating the efficiency of resource utilization, accepted worldwide. This method is recommended by European Comission to assess the efficiency of European Structural Funds utilization. Its use involves the calculation of somefinancial and economic performance indicators and the analysis of risks associated to the project considered. However, it is criticized for several weaknesses such as those presented in this paper.
