Рискът В Банковата Сфера – Характеристика И Еволюция На Приложимите Стандарти

Abstract

Студията е посветена на проблемите, свързани с тенденциите и промените в нормативната база, регламентираща управлението на риска в банковите институции. Разглеждат се основните принципи, залегнали при разработването на международните стандарти Базел І, Базел ІІ и Базел ІІІ, както и причините, довели да тяхното изменение. Анализира се общата рамка на имплементация на тези принципи в националните практики. При анализа на стандартите се открояват основните проблеми, довели до тяхната еволюция, изменение и допълнение през годините. Търси се релацията между очаквания ефект от въвеждането на акордите и експанзионистично ориентираната политика на търговските банки, свързана с разширяване на търговското им присъствие и направените компромиси със стандартите за управление на риска. Анализират се причините, довели до необходимостта от отчитане на минимални капиталови изисквания, които да покриват основните рискове, на които е изложена една банка, като при конструирането на капиталовата рамка се взема под внимание средата, в която банките оперират.
