Abstract

Осъвременяването (актуализирането) на пенсионноосигурителните плащания представлява процес на привеждане на техните размери в съответствие с актуалните параметри на социално-икономическо развитие на съответното общество, пропорционално на натрупаните осигурителни права и при използване на подходяща съвкупност от принципи, показатели, критерии, стандарти и механизми. Твърде често обаче достигането и поддържането на желаното равнище на доходи и стандарт на живот на пенсионерите се разглеждат единствено от позициите на свързаните с тях социални мотиви, без да бъде отчитана спецификата на натрупване и трансформиране на осигурителните права в реални пенсионноосигурителни плащания. Цел на настоящата разработка е, на базата на сравнителен анализ на практиката по актуализиране на пенсиите в социалнозащитните системи на европейските страни, да бъдат изведени и част от насоките за усъвършенстване на механизма за осъвременяване на пенсионноосигурителните плащания в България.
