Дългосрочната Грижа – Новият Социален Риск В Европа

Abstract

Застаряването на населението, промяната на семейния модел, увеличаването на броя на жените - участници в пазара на труда – и променящите се ценности и нагласи към неформалното предоставяне на грижи са новите променливи, които се превръщат във все по-голямо предизвикателство пред адекватността на европейските социални системи. Доскоро въпросът чия е отговорността за грижата за зависимите възрастни хора, имаше еднозначен отговор - семейството, поради което този проблем не попадаше във фокуса на вниманието на политиците и държавата. Настоящата ситуация е коренно променена и поради тенденциите към увеличаване броя на лицата, нуждаещи се от грижи, намаляване броя на наличните болногледачи и постоянно увеличаващите се публични и частни разходи за социални услуги, проблемът вече се превърна от частен в обществен за всички държави-членки на Европейския съюз. Именно във връзка с това, на дългосрочните грижи за възрастни хора бе поставен „етикетът” – „нов социален риск”.
