Abstract

Осигурителната вноска е основен елемент от механизма на функциониране на публичното социално осигуряване, с определящо значение по отношение на неговата финансова организация. Тя е основният и типичен приходоизточник на всяка осигурителна система. Определя се като процент от получаваните трудови доходи, представлява всеобща, средна величина, съответстваща на средния риск за съвкупността и се дължи единствено за доходи от лична трудова дейност, с регулярност и периодичност, произтичащи от регулярността и периодичността на получаваните лични доходи от труд. Цел на разработката е да бъдат очертани насоките за развитие и усъвършенстване на организацията на осигурителната вноска в публичното социално осигуряване в България, като се имат предвид подходите и практиката по определяне на осигурителните вноски в някои страни от ЕС.
