Abstract

Демокрацията, частната собственост и самоуправлението следва да се разглеждат като решаващи фактори в бъдеще. Все по-задълбочаващата се децентрализация на функции, права и отговорности, разширяване на демократичните основи на управлението, икономическата инициативност, по – активно и действено въвличане на населението в непосредствените процеси на управление при устройството и изграждането на жизнената среда са процеси, който ще имат все по-силно въздействие върху възможностите за устойчиво развитие.
