Abstract

Част от последните нововъведения в Закона за публичните финанси са насочени към управлението на публичните средства и дейности на местно ниво, като е регламентиран редът за определяне на общини, които имат финансови затруднения и предприемане на мерки за тяхното преодоляване. На база дадените методически указания и публикуваната информация от Министерството на финансите, в настоящата разработка е представена методика за анализ на финансовите показатели на отделните общини. Извършен е анализ на дефинираните от законодателството финансови показатели на общините в България към края на 2015 г. и на тази основа са идентифицирани често срещани проблеми при финансовото управление в тази част от публичния сектор.
