Особени Случаи И Проблеми При Определяне Митническата Стойност На Стоките, Влизащи В Р. България

Abstract

Обмитяването на стоки, преминаващи през българската граница и предназначени за страните от ЕС, става в българските митнически учреждения. Т.е. всички страни от Общността прилагат еднакво митническо законодателство по отношение на трети страни. Както в другите области, така и при митническото облагане съществуват специфични особености, за които митническите служители, а не по-малко и финансовите мениджъри, трябва да бъдат подготвени. Точно такъв е случаят с определянето на митническата стойност на внасяните стоки. Освен за митата, тя служи като данъчна основа (елемент от нея) и при изчисляването на другите митни сборове: митнически такси, акциз и ДДС. Разгледаните аспекти от митническата практика са важни най-вече заради това, че, за разлика от данъчната основа на данъците, митническата стойност подлежи на управление. Това е така, защото тя се състои от разходи, върху които може да се въздейства (да бъдат намалявани). В интерес на националната икономика, както и на единния европейски пазар, е това въздействие да бъде законосъобразно.
