Моделиране Дълговия Капацитет На Общините В Условията На Фискална Децентрализация

Abstract

Основна цел на тази разработка е да изследва дълговия капацитет на българските общини като област от общинските финанси, изискваща вземане на модерни, методически базирани решения. Тези решения надхвърлят традиционния едногодишен бюджетен планов хоризонт. С въвеждането на многогодишни модели за бюджетиране и анализ на капацитета за поемане на общински дълг се позволява съобразяване с уникалните характеристики на общината-поемател на дълга. Това разширява възможнос- тите пред финансовия мениджмънт на българските общини. Следователно може да се потвърди, че българските общини максимализират ефектите от усвояване на средствата по ОП чрез развитие капацитета за съфинансиране, включително чрез поемане на общински дълг. Това се реализира в граници, гарантиращи поносимост на обслужването при разнообразни, многогодишни сценарии за развитие на местната общност в условията на фискална децентрализация.
