Gewerkschaftlicher Einfluss auf F&E-Investitionen in KMU

Abstract

Investitionen in die Forschung und Entwicklung (F&E) neuer Produkte sind maßgeblich für ein schnelles und dauerhaftes Wachstum von kleinen und mittleren Unternehmen (KMU) verantwortlich. Die Rolle von Gewerkschaften ist in diesem Zusammenhang noch weitgehend ungeklärt. Der vorliegende Artikel stellt die wichtigsten Argumente gegenüber. Auf der einen Seite könnten Gewerkschaftsvertreter im Unternehmen die Koordination zwischen Führungskräften und Mitarbeitern sowie den Aufbau spezifischen Humankapitals fördern. Beide Faktoren sollten den Erfolg von F&E-Projekten erhöhen. Auf der anderen Seite besteht aus Unternehmersicht die Gefahr, dass Gewerkschaftsvertreter nach erfolgreicher Produktentwicklung höhere Gehälter fordern, um so an den durch die neuen Produkte generierten Cashflows zu partizipieren. Antizipieren die Arbeitgeber Letzteres, ist mit verringerten F&E-Investitionen zu rechnen. / Research & Development (R&D investments and new product developments are key drivers of long-term growth of small and medium-sized enterprises (SMEs). The present paper discusses the central arguments for a positive and negative influence of unions on R&D investments. On one hand, unions improve the coordination of managers and workers, and encourage investments into firm-specific human capital. Both factors should enable successful R&D projects. On the other hand, unions may appropriate part of the returns to successful inventions. If employers anticipate the latter, unions might decrease R&D spending of SMEs.
