Zur Bedeutung und Zukunft dezentraler Banken für die KMU-Finanzierung in Deutschland

Abstract

Dieser Beitrag diskutiert die Bedeutung und Zukunftsfähigkeit der dezentralen Sparkassen und Kreditgenossenschaften aus einer räumlich-geografischen Perspektive. Er zeigt auf, dass die konstitutiven Elemente des dezentralen Bankings - regionale Marktorientierung und Vor-Ort-Entscheidungskompetenz - erhalten geblieben sind und dezentrale Banken auch in schwachen Regionen und in Krisenzeiten erfolgreich agieren. Der Beitrag zeigt die zunehmende Bedeutung dezentraler Sparkassen und Kreditgenossenschaften im Kreditgeschäft kleinerer und mittlerer Unternehmen auf. Die expansive Geldpolitik sowie die Maßnahmen der neuen Bankenregulierung gefährden jedoch die konstitutiven Elemente des dezentralen Bankings: So fördert die Niedrigzinsphase die Disintermediation und bedroht daher die regionale Marktorientierung; Filialschließungen, Fusionen und Standardisierungen gehen zulasten der Vor-Ort-Entscheidungskompetenz. Unsere Befunde verdeutlichen jedoch auch die Vorteile dezentraler Banken in der Niedrigzinsphase. / The paper at hand discusses the importance and future viability of decentralized savings and cooperative banks from a spatial perspective. The paper points out that the constitutive elements of decentralized banking - regional market orientation and local decision-making authority - have been preserved in Germany. Decentralized banks have been successful in economically weak regions even in times of crisis and increased lending to small and medium-sized enterprises. However, the expansive monetary policy and new banking regulations endanger the constitutive elements of decentralized banking: The possible disintermediation arising from the low-interest phase jeopardizes regional market orientation, branch closures, bank mergers and standardization conflict with local decision-making authority. Nonetheless, our findings also illustrate the advantages of decentralized banks in times of the low-interest phase.
