Abstract

Adopting an exploratory approach, this paper examines barriers to small firm innovation. The results show that there are mutual interdependencies between different obstacles, suggesting that they reinforce each other as complements. Furthermore, the varying role of certain barriers reflects the great diversity of the small enterprise sector. As expected, financial constraints associated with innovation are deemed relevant by many small firms. Yet, for a number of small firm innovators non-financial obstacles are the core of the problem. Moreover, distinct groups of barriers seem to differ with respect to their impact on innovation projects. The paper concludes with a discussion of the implications for policy and research.
