Abstract
Background. Systematic assessment of the effectiveness of transport and logistics infrastructure (hereinafter referred to as TLI) is a multidimensional analytical process based on the principle of synergy across all elements of the supply chain. Within this approach, efficiency is viewed not as an isolated financial result, but as a dynamic balance between minimizing total logistics costs and maximizing service quality. A thorough analysis of the system involves examining its throughput in conjunction with the technological parameters of vehicles, terminal infrastructure, and warehouse facilities. Purpose. Research and comparative analysis of TLI economic assessment methods. Materials and methods. This study utilizes a method for analyzing the scientific work of domestic and international experts, a comparative method, and graphical and tabular methods for visualizing the studied data. Scientific novelty. A multifactorial approach to assessing the creation of logistics facilities is substantiated, based on a combination of investment, socioeconomic, and logistics methodologies. Practical implications. A practical example is presented of the assessment of the same facility using the researched assessment methods. The findings provide a practical basis for management decision‑making in the area of optimization and efficiency calculations for logistics processes and the development of multimodal transportation. Results and discussion. This study presents a comprehensive analysis of methods for assessing the effectiveness of projects to create transport and logistics infrastructure facilities, identifying the key characteristics and distinguishing features of the methods. It was found that three main methodological approaches are used to assess the effectiveness of transport and logistics infrastructure facilities, the choice of which depends on the scale of the project and the type of investor.
