Les mécanismes de gestion des conflits dans les interfaces politico-administratives : une analyse des élus locaux

Political and administrative relations have become more conflictual since the transfer of powers and resources from the state to decentralized local authorities (DLA). The aim of this article is therefore to identify, based on the views of local elected officials, the specific mechanisms for managing conflicts in political and administrative interfaces. To do this, we used a qualitative analysis of empirical data collected through semi-structured interviews with the mayors of the seven (07) boroughs of the city of Yaounde. The results of the content analysis reveal that the mechanisms for managing conflicts in these interfaces are both : preventive and curative. Preventive mechanisms are characterized by the control of opportunistic behavior, functional reorganization driven by the state, training and availability of texts, revision of texts and respect for areas of competence, and political will. Curative mechanisms manifest themselves either through the ousting of the adversary or through communication with the adversary. It is therefore important that local elected officials and other stakeholders in these relationships adopt these various mechanisms in order to avoid and/or resolve conflicts and ensure the development of localities.
