In this wake, it is necessary to appreciate the contribution of NGOs on the financing of the health sector and its impact on "PBF" performance in the urban-rural health zone of Butembo. The major concern was whether the Performance Based Financing system “PBF”, initiated by HealthNet TPO, reduced the financial barrier to accessing health care. In addition, it was necessary to know whether this system increased the self-financing of the FOSA supported to ensure its post-project. After the field surveys, the results showed that the PBF system reduced to some extent the financial barrier to access to health care, because the monthly average of the solvency rate was 69.25 % before the intervention, 73.32 % during the operation and then 76.59 % after the operation. After the PBF, the FOSA increased billing a little, which reduced the rate of use of the curative service. But today, the situation has returned to the original position and some patients prefer to buy the drugs from pharmacies rather than going to the hospital. With this observation, it was recommended that the State increase the level of health resources through the Budget and support NGOs in creating and / or strengthening the capacity of mutual health organizations.
