Systemic Challenges and Reform Pathways for Enhancing Pension Scheme Effectiveness: Empirical Evidence from Zambia’s National Pension Scheme Authority

Abstract

The National Pension Scheme Authority (NAPSA) is Zambia’s primary statutory institution responsible for providing income security against retirement, invalidity, and death. Despite institutional progress, NAPSA continues to face structural and operational challenges that limit its effectiveness in delivering pension services. This study examined the key challenges affecting pension payments and coverage, assessed their impact on system effectiveness, and proposed reform strategies. A mixed-methods research design was adopted, with data collected from 307 survey respondents and three key informant interviews with NAPSA directors. Quantitative findings revealed widespread challenges, including administrative delays (65.2%), payment delays reducing confidence (88.6%), inadequate technological systems (51.1%), difficulties in enrolling contributors (67.4%), and management and coordination weaknesses (77.2%). Statistical analysis confirmed that these challenges have a significant negative effect on pension system effectiveness, supported by Kruskal–Wallis test results (χ² = 133.7, p = 0.0001) and regression coefficients ranging from 0.26 to 0.27 (p = 0.001). Respondents identified critical reform priorities, including digital system upgrades, staff capacity development, improved monitoring and evaluation frameworks, enhanced public awareness, and stronger stakeholder collaboration. Qualitative findings highlighted compliance challenges, dependence on manual processes, investment limitations, and the need for integrated digital identification systems. The study concludes that improving pension scheme effectiveness requires comprehensive reforms focused on digital transformation, institutional strengthening, and expanded coverage.
