Social crediting as an alternative source of financing investments in human capital in the conditions of Russia

Abstract

During the previous 25 years, the Russian Federation has experienced a chronic shortage of investments in human capital. This deficit was caused by the structural economic crisis and the need to replace the existing mechanisms with market ones. In the future, the country had to solve the tasks of restoring defense capacity, import substitution, etc., in conditions of a deficit of resources, which also did not allow ensuring an adequate level of investment in human capital. At the same time, human capital is the basis of the post-industrial economy, the development of which can reduce Russia's dependence on the energy market. In this regard, the scientific community is faced with the task of finding an alternative source of financing investment in human capital.
