Problems of implementation of industrial policy of Russia in the context of innovative modernization of its economy

Abstract

In the article the concept, goals and objectives of the industrial policy, the analysis of its normativelegal base in the Russian Federation. It is proved that industrial policy is both: 1) structural policies aimed at modernizing industry, industrial, social and institutional structures; 2) regional policy aimed at reviving the industry of the regions; 3) selective policies for election promotion the most important industries. It is revealed that the Russian economy a crucial role in the development of negative trends is the considerable technological backwardness of the domestic industries. it is established that at high rates of technological progress in the global economy deteriorated condition of most of the basic production assets in the manufacturing sector creates a particular trap, preventing innovative development of the economy. Itis proved that industrial policy implemented in Russia today, must be the cornerstone of economic policy ofthe state to be inextricably linked with innovation, investment and structural adjustment of total industrial production. It should be based on intellectual resources, to focus on the solution of strategic tasks of the state and have an exceptionally innovative nature that should ultimately solve the problem of modernization of the Russian economy and the definition of long-term economic development strategy of the country to ensure the sustained development.
