Assessment of the budgetary efficiency of regional investment projects

Abstract

The article examines the key methodological basis of decision making on state and municipal support of regional investment projects on the part of the authorities. Disclosed criteria for making decisions about the level and forms of state support for regional investment projects and identified their main disadvantages (dependency on the correctness of the establishment of the planning horizon; no concomitant use of infrastructure; lack of possibility of prolongation of tax privileges). The author's formula for the calculation of budgetary efficiency of regional investment projects that differ from existing account: existing state programs to support entrepreneurship; parameters of co-financing these programmes from the regional budget; the multiplier effect; the social significance of objects of engineering infrastructure.
