Applied computing, digital literacy and social justice: technological inclusion in the Global South

Abstract

The study examined the relationship between digital infrastructure, technological literacy, and social justice in the Global South, from an applied informatics perspective. Based on a narrative review of recent studies (2022–2025), it analyzed how inequalities in connectivity, education, and gender influenced economic development and digital inclusion. Access to infrastructure alone did not ensure equitable participation or meaningful use of technologies. Sustained digital literacy programs, teacher training, and active methodologies proved effective in reducing use gaps and strengthening critical capacities. Moreover, policies integrating ethics, privacy, and digital accessibility fostered fairer and more sustainable technological ecosystems. In conclusion, applied informatics emerged as an articulating axis between technological development and social equity, transforming digitalization into a tool for inclusion, participation, and human development
