Abstract

Tax dollars the Government deliberately waives should be viewed as a form of expenditure and weighted against the priority of other expenditures. When the preference device provides more social benefit than Government collection and spending, that “incentive†should be expanded; when the preference is inefficient or subject to abuse, it should be ended.Richard M.
