Abstract

Much has been said and written in recent years concerning executive usurpation of congressional powers. Little attention seems to have been given to encroachment by Congress on the President's right to give or withhold his approval of “every order, resolution, or vote to which the concurrence of the Senate and House of Representatives may be necessary (except on a question of adjournment).â€
