Methodological bases of stimulating tariff regulation for utility enterprises

Abstract

Modern scientific research shows that although the problem of tariff setting for utilities has received considerable attention, there are many unresolved issues. The problems of their stable development and functioning are relevant, as economic units perform functions, form the real sector of the economy. The aim of the work is to summarize the results of research of scientific works on the development of utilities, therefore, the urgent tasks are to develop the methodological foundations of tariff setting at enterprises, as well as the formation of an organizational mechanism for the overall monitoring of the economic condition of life-support enterprises. The tasks aimed at improving the quality of public services and reforming enterprises of life-support systems are to intensify the creation of associations of co-owners of apartment buildings and an effective system of providing quality utilities and energy conservation in the housing and utilities sector in the heat supply cycle in order to reduce its cost. Practitioners of the industry need a calculation model that solves these problems and allows you to determine the desired values in conjunction with the cost standards of a scientifically based model for determining the solvency of the population of the city. It should be based on the principle of distribution of the population according to income levels with the allocation of the share of each group in the total mass of the population participating in the process of consumption and payment for housing and communal services. The calculation of solvency is carried out by population groups, combined depending, on their monthly average per capita income. On the basis of this calculation, the projected possible needs for subsidies, the absolute value of receiving funds for the services provided, the possibilities for further increase in payments and the necessary compensatory measures can be investigated. The implementation of these models clearly establishes the measure of responsibility of the performers involved in the creation and implementation of an integrated system of management of public utilities. In the context of the crisis economy and the development of local self-government, the whole complex of problems related to the formation of tariffs for utility companies and the development of the city should, be identified and considered as an important part of the system of providing population with quality services
