Abstract
In this article, the factors of the organizational behavior of the personnel in the crisis conditions of the pandemic and martial law are formed. It was determined that the behavior of the organization's personnel in crisis conditions changes under the influence of external and internal factors. A comparative characterization of organizational behavior in war conditions and normal conditions of enterprise development is carried out. The criteria of comparative characteristics are defined as: the basic model of behavior, the basis of this model, the orientation of employees, the orientation of the management system, the dominant needs of employees, the participation of personnel in the management system, and the psychological state of employees. Strategies for managing the organizational behavior of personnel are defined. Tools were formed within the framework of the implementation of the anti-crisis strategy of personnel management, in particular: planning, creating a safe space, anti-stress and self-regulation methods, effective communication, loyalty and empathy, review of performance indicators. The article summarizes changes in connection with the state of war, which have an impact on the organizational behavior of personnel, in particular: a shift in the focus of attention to the safety and health of people, instability in all areas of activity, psychological and emotional instability, ineffectiveness of typical motivational mechanisms, instability of legislation in the country. The task of managing the organizational behavior of personnel in crisis conditions has been formed. The article defines that the key tasks of the personnel behavior management system are the development of cooperation, the formation of team spirit, unity and organization, strengthening the authority of top management, and improving the quality of work with the use of non-material incentives. Personnel policy tools are proposed, which will have a positive impact on the personnel in order to maintain the personnel composition and the productivity of the employees. Measures of managerial influence on the organizational behavior of personnel in crisis conditions of business activity are determined. It is well-founded that crisis conditions (pandemic and war) have a significant impact on the organizational behavior of employees, therefore the management must respond to changes in a timely manner, be flexible and actively implement appropriate crisis response tools in order to form a stable team.
