Abstract
The article shows that the transition of the economy to an innovative path of development is unalterable for Ukraine, which requires government regulation and support for the development of innovation. Currently, the mechanism of state support in the country is poorly developed, includes only its separate, disparate links, the use of which does not allow to create a comprehensive system of state support for innovative enterprises. The most innovative countries of the world, tools of their state regulation and support are analyzed. The innovation policy of the leading countries of the world, their mechanisms of assistance, financing and normative-legal maintenance of innovative development are considered. The legislative base of Ukraine on the formation of an innovative economy is analyzed. The adoption of the Law on Innovation Infrastructure remains relevant. It is recommended to create a single state body responsible for coordinating the work of all levels and areas of innovation in the country, including staffing. In this regard, it is proposed to create a Coordinating Council, which fits into the existing structure of the Ministry of Education and Science of Ukraine, as a separate body fully responsible for innovative development in the country. It was noted that it is necessary to take measures to support the national scientific and technical potential. It is necessary to formulate the responsibility of regional authorities in the field of practical application of research and development results, taking into account the specifics of the regional production complex in the field of regional authorities to develop innovation infrastructure, recognition of innovation in relation to structural changes in the region. When selecting targeted investment programs, it is advisable to use the criterion: technology - industries - regions in order to spread the most promising technological systems in all those regions to which specific industries using these technologies are "tied": initial support of regional sectoral innovation projects and equity programs participation in the financing of ministries and departments, which takes into account the factors of distribution of scientific and technical potential by sectors of the economy and the socio-economic situation in a particular region. The implementation of state support instruments proposed in this article will make a contribution to the formation of the country's innovative economy
